RUBANDA — Rubanda District LC5 Chairperson Stephen Ampeire Kasyaba has cautioned headteachers of government-aided primary schools against neglecting Annex schools while using them to benefit their main schools.
Kasyaba issued the warning on July 9, 2026 while inspecting Uganda Wildlife Authority (UWA) revenue-sharing projects in Ruhija Sub County and Ruhija Town Council.
The district is using part of the funds to construct two-classroom blocks at each Annex school, where pupils have been studying in old and dilapidated structures built by parents.
Speaking to residents in Ruhija Town Council, Kasyaba said some headteachers inflate enrolment figures in Annex schools to attract government resources, including scholastic materials and teachers, but later fail to deploy staff to support the satellite schools.
“Annex schools should not continue to suffer when the mother schools are benefiting from district support. Headteachers should stop milking cows they don’t graze. If they want to benefit, they must first take care of them,” Kasyaba said.
He urged school administrators to ensure that Annex schools receive adequate support since they are part of the government education system and serve communities with limited access to learning facilities.
On the use of UWA revenue-sharing funds, Kasyaba and Ruhija Town Council and Sub County LC5 Female Councillor Neverine Tusasiibwe said the district will stop purchasing plastic water tanks for communities neighbouring the national park.
They said the decision follows concerns that some beneficiaries have sold the tanks, making the intervention unsustainable.
Tusasiibwe said future revenue-sharing funds will instead be directed towards visible and lasting projects, including classroom blocks and staff houses at health centres.
She also revealed that several roads in Ruhija Town Council and Ruhija Sub County are scheduled for rehabilitation in August as the district seeks to improve transport connectivity.
