Minister Balaam Summons Busoga Leaders Over Local Government Performance
Local Government Minister Barugahara Balaam Ateenyi has summoned district and city leaders from the Busoga sub-region for a meeting in Jinja to discuss service delivery, governance and performance challenges.

Local Government Minister Barugahara Balaam Ateenyi has summoned political and technical leaders from across the Busoga sub-region for a high-level meeting to address challenges affecting service delivery and governance in local governments.

The meeting is scheduled for Thursday, July 10, 2026, at the Civil Service College Uganda in Jinja and will bring together district chairpersons, city mayors, chief administrative officers, city clerks, and chairpersons and secretaries of district service commissions.

In a letter dated July 7, 2026, Minister Balaam directed the officials to attend the engagement, saying it would focus on issues affecting local government operations in Greater Busoga.

The invited leaders include officials from Jinja City, Jinja District, Kamuli, Iganga, Bugiri, Bugweri, Namayingo, Mayuge, Namutumba, Kaliro, Luuka and Buyende districts.

“The purpose of this letter, therefore, is to request all the above-named officials to take note, and plan to attend without fail,” Balaam wrote.

The meeting follows a July 3, 2026 communication from the Ministry of Public Service on the same subject, with the Local Government Ministry saying the engagement is intended to bring together political and technical leadership to address bottlenecks affecting service delivery.

The invitation was copied to the Minister of Public Service, the Minister of State for Local Governments and the Permanent Secretaries of both ministries.

The Ministry of Local Government said the meeting aligns with its mandate of coordinating and supporting local governments to provide efficient and sustainable services, improve citizens’ welfare and reduce poverty.

The engagement comes as Government intensifies efforts to improve accountability, strengthen human resource management and enhance service delivery at the local government level.
