The Uganda Communications Commission (UCC) has announced a nationwide enforcement campaign against individuals and businesses operating public Wi-Fi services without the required licences.
The campaign, announced in a public notice issued on July 7, 2026, targets unlicensed operators providing internet access through unauthorised public Wi-Fi hotspots as demand for affordable connectivity continues to rise across Uganda.
UCC said the growth of internet access has created new business opportunities but warned that all providers of public internet services must comply with national laws and regulatory requirements.
The Commission, which regulates Uganda’s communications sector under the Uganda Communications Act, Cap. 103, said investigations had identified individuals and businesses installing telecommunications equipment to offer public Wi-Fi services without approval.
According to UCC, such operations violate the regulatory framework, expose consumers to risks and undermine the security and reliability of the country’s communications infrastructure.
“As internet access continues to grow rapidly across Uganda, demand for access and affordable connectivity has spurred new business ventures. While this expansion is welcome, it is vital to recognise that providing public internet services requires adherence to national laws and regulations so as to protect consumers and ensure the integrity of our communications ecosystem,” UCC said.
The Commission explained that licensing internet service providers is not merely a requirement to operate but also ensures compliance with quality standards, consumer protection obligations, customer support requirements and cybersecurity measures.
UCC warned that users relying on illegal public Wi-Fi services risk experiencing unreliable connectivity, exposure of personal data, cyber threats and limited options for resolving complaints when problems arise.
The enforcement operation will be conducted in partnership with licensed Internet Service Providers, telecommunications operators and relevant government agencies.
UCC said the initiative is aimed at ensuring all public internet service providers operate under the same standards of accountability, reliability and consumer protection while strengthening trust in Uganda’s digital ecosystem.
“Individuals and businesses currently offering unsanctioned services should regularise their operations promptly or cease services altogether,” the Commission warned.
The regulator urged members of the public to obtain internet services only from licensed providers or their authorised agents. Consumers can verify licensed Internet Service Providers through the official list published by UCC.
Members of the public who encounter unauthorised public Wi-Fi services have been encouraged to report them through the Commission’s toll-free line, 0800 222 777.
UCC said the enforcement campaign is part of broader efforts to promote a secure, innovative and affordable communications environment as Uganda advances its digital transformation agenda.
