The Uganda Communications Commission (UCC) and Busoga Kingdom have signed a five-year Memorandum of Understanding to expand ICT access, promote digital innovation, and preserve cultural heritage through innovation hubs, e-learning platforms and digital literacy programmes targeting youth and communities across Busoga.

The Uganda Communications Commission (UCC) has signed a five-year Memorandum of Understanding with the Busoga Kingdom aimed at expanding access to information and communication technology (ICT), promoting digital innovation and preserving the kingdom’s cultural heritage.

The partnership is expected to support the establishment of Business Innovation and Incubation Centres, e-training portals and computer laboratories in schools across Busoga as part of efforts to accelerate digital transformation and socio-economic development at the grassroots.

Announcing the partnership, UCC Executive Director Nyombi Thembo said the agreement brings together the commission’s regulatory mandate and the kingdom’s leadership to strengthen digital inclusion.

“This collaboration bridges regulatory purpose and cultural leadership, with the sole aim of accelerating digital transformation and socio-economic empowerment at the grassroots,” Thembo said.

He explained that the joint strategy focuses on taking ICT services closer to communities through targeted investments in infrastructure and skills development.

“Our joint strategy focuses on transforming lives by bringing ICT directly into the community,” Thembo said. “Under this framework, UCC will support the establishment of localised infrastructure, including Business Innovation and Incubation Centres, e-training portals and school computer laboratories.”

Thembo added that the initiative is expected to create opportunities for young people and entrepreneurs by equipping them with practical skills in financial technology, e-commerce and software innovation.

He further noted that the partnership will also support the digitisation of Busoga’s cultural heritage, including indigenous knowledge, historical artefacts and cultural content, aimed at promoting tourism and preserving the kingdom’s history for future generations.

The agreement also provides for joint digital literacy and consumer awareness campaigns using Busoga Kingdom media platforms to promote safe and responsible use of digital technologies.

The Memorandum of Understanding was signed by representatives of both institutions, with Busoga Kingdom represented by the Attorney to the Kyabazinga, Owek. Osman Ahmed Noor, and the Acting Minister of Justice, Alex Luganda.
