The Judiciary has commenced a two-day training for non-judicial officers from Wakiso Chief Magistrate’s Court ahead of the rollout of the Electronic Court Case Management Information System (ECCMIS) at the court.
The training, which is being conducted at the Supreme Court Conference Hall in Kampala, is part of preparations for ECCMIS to go live at Wakiso Chief Magistrate’s Court on August 3, 2026. Wakiso is among the courts under Cluster 9 scheduled for the system rollout.
Opening the training, Moses Gabriel Angualia, Deputy Registrar of the Inspectorate of Courts, said the programme marks an important step towards strengthening digital skills and enhancing the use of ECCMIS within the Judiciary.
He said the initiative reflects the Judiciary’s commitment to improving efficiency, accuracy and transparency in digital case management.
Angualia noted that the Judiciary recognises the critical role of Information and Communications Technology (ICT) in decision-making, accountability and the administration of justice.
"The Judiciary continues to embrace technological advancement to meet the evolving needs of court users. ECCMIS supports e-filing, online case management and other digital court processes," Angualia said.
During the training, participants are being taken through the system’s features, functionalities and best practices. They are also learning how to use automation tools to streamline e-filing, case management and reporting, reduce manual processes, minimise errors and generate real-time reports to support timely decision-making.
"This training programme has been designed with utmost care and consideration to ensure that you are equipped with the knowledge and skills necessary to fully harness the potential of ECCMIS," Angualia said.
Joseph Ssinabulya, Principal Information Maintenance Officer and ECCMIS Project Manager, said the training combines theoretical sessions with practical exercises to ensure users gain hands-on experience in operating the system.
He explained that the training involves two categories of participants: non-judicial officers from Wakiso Chief Magistrate’s Court who will be using ECCMIS for the first time, and staff from the Civil Division attending refresher training.
Support staff from the Criminal Division are scheduled to undergo a similar refresher session on the second day of the training.
"The rollout of ECCMIS marks the transition from a paper-based filing system to a paperless working environment, in line with the Judiciary’s digital transformation agenda," Ssinabulya said.
He added that the refresher training for Civil and Criminal Division staff was organised following requests from court stations that were among the first to adopt ECCMIS.
A total of 18 non-judicial officers from the Civil Division are participating in the refresher training.
The ECCMIS initiative is part of the Judiciary’s broader efforts to modernise court operations, improve access to justice and enhance service delivery through technology.
