The Minister for ICT and National Guidance, Dr. Chris Baryomunsi, has officially handed over office, describing the docket as a “ministry of the future” because of the growing role of technology and artificial intelligence in shaping development.
Speaking during the handover ceremony, Baryomunsi expressed appreciation to ministry staff, agencies, and stakeholders in the ICT sector for their support and commitment during his tenure.
“We came, we saw, we conquered,” he said, reflecting on his time in office.
He urged the incoming leadership to build on existing progress and continue advancing Uganda’s digital transformation agenda, particularly in expanding internet connectivity, strengthening digital public services, and supporting the growth of business process outsourcing (BPO).
Baryomunsi also highlighted the increasing importance of artificial intelligence in sectors such as healthcare, noting that emerging technologies would play a critical role in improving service delivery across government.
As he transitions to the Health docket, he pledged continued collaboration with the ICT sector to support innovation and digital integration in healthcare systems.
He further encouraged incoming officials, including Justine Kasule Lumumba, to carefully review the handover report, which outlines progress made in key areas such as connectivity expansion and digital economy development, and to build on the foundation laid.
The Ministry of ICT and National Guidance continues to play a central role in Uganda’s broader digital transformation strategy, as government increases investment in technology-driven service delivery.
