Members of Parliament have been summoned from recess to return to the House on Tuesday, December 16, 2025, for the resumption of plenary sittings to receive the National Budget Framework Paper for the 2026/2027 to 2030/2031 financial years.
In a notice dated December 12, 2025, the Clerk to Parliament, Adolf Mwesige Kasaija, informed all MPs that plenary will resume at 2:00 pm in accordance with Section 9(5) of the Public Finance Management Act.
The notice follows the adjournment of the House sine die during the 5th Sitting of the 2nd Meeting of the 5th Session of the 11th Parliament, which was held on December 2, 2025, and presided over by the Speaker of Parliament.
The Budget Framework Paper is a critical policy document that outlines the government’s medium-term fiscal objectives, revenue projections, expenditure priorities and macroeconomic assumptions.
It provides Parliament with the basis for scrutinising government policy direction and resource allocation ahead of the national budget process.
The Clerk’s communication was circulated to senior government and parliamentary officials, including the Speaker and Deputy Speaker of Parliament, the Prime Minister and Leader of Government Business, the Minister of Finance, Planning and Economic Development, the Leader of the Opposition, the Government Chief Whip, the Minister of State for Finance (General Duties), and the Permanent Secretary and Secretary to the Treasury.
The upcoming sitting is expected to mark the formal start of parliamentary consideration of government’s financial roadmap, setting the stage for debate and oversight of spending priorities as the country approaches the 2026 general elections.
