Justice Himbaza Calls for Stronger Collaboration Among Justice Sector Institutions
Justice Godfrey Himbaza of the Luwero High Court Circuit has urged closer cooperation between justice and security institutions, saying effective justice delivery depends on coordination, communication, and shared responsibility among all actors in the justice chain.

The Head of the Luwero High Court Circuit, Justice Godfrey Himbaza, has called for stronger collaboration among justice sector institutions, stressing that the effective administration of justice depends on communication, cooperation, and coordination between all stakeholders.

Justice Himbaza made the remarks during a courtesy visit to the Nakasongola District Security Committee (DSC), where he reaffirmed the court’s commitment to working closely with sister agencies in promoting access to justice and upholding the rule of law.

He was received by the Resident District Commissioner (RDC), Festus Apuuli Bandeba, and the District Internal Security Officer (DISO), Lt. Francis Mpaulo, before holding discussions with members of the district security committee.

Justice Himbaza described the justice system as a chain in which every institution plays a critical role, emphasizing that the Judiciary cannot deliver justice effectively in isolation.

“The administration of justice cannot be achieved by the Judiciary alone. The justice system is a chain, and for that chain to function effectively, all agencies must move together through communication, cooperation and coordination,” he said.

He also updated the committee on ongoing reforms within the Judiciary aimed at improving access to justice and enhancing service delivery, including the recent amendment of the Magistrates Courts Act.

He noted that the amendment increased the pecuniary jurisdiction of Magistrates’ Courts, allowing civil and land disputes valued at up to Shs 200 million to be handled at that level.

Justice Himbaza further emphasized the Judiciary’s continued focus on Alternative Dispute Resolution (ADR), particularly mediation in civil matters and plea bargaining in criminal cases, which he said have helped speed up case resolution and reduce conflict.

He urged district security officials to continue supporting mediation initiatives at community level and to cooperate with the Judiciary in ensuring the smooth execution of court decisions.

He also revealed that plans are underway for the construction of a permanent High Court building for the Luwero Circuit, a development he said would improve working conditions and enhance service delivery in the region.

Speaking on behalf of the committee, RDC Bandeba welcomed the visit, describing it as a strong demonstration of commitment to inter-agency cooperation and improved justice delivery.

He reaffirmed the committee’s support for Alternative Dispute Resolution mechanisms, saying they remain vital in resolving community disputes peacefully.

The Chairperson of Nakasongola District Local Government, Rodgers Ssemanda, also commended the engagement, noting that collaboration among justice actors strengthens governance and service delivery.

Justice Himbaza was accompanied by Deputy Registrar Catherine Agwero, alongside officials from the Resident State Attorney’s office, security agencies, and district leadership.
