Tororo Voters Sweep Out Incumbents as New Leaders Face Corruption Storm
Shyam Jay Tanna and Benard Ochieng take office with bold promises, but entrenched graft, revenue leakages and failing infrastructure loom large over Tororo Municipality.

Voters in Tororo have ushered in a new political era after rejecting both the incumbent mayor and municipality Member of Parliament in a sweeping electoral shift that cut across the Eastern and Western divisions.

The electorate voted out Mayor Kenneth Orono and MP Apollo Yeri Ofwono, replacing them with Shyam Jay Tanna as municipality Member of Parliament and Benard Ochieng as mayor.

While the new leaders take office with an overwhelming mandate, they face daunting challenges, chief among them entrenched corruption, which residents and analysts say has stalled development in the border municipality.

“The property rate of the municipality is valued at over two billion shillings, but what is actually collected is less than 200 million. That leaves a gap of about 1.8 billion. Where is that money, and who is responsible?” Ekikina questioned.

Concerns intensified last financial year after several senior municipal technocrats, including the town clerk, municipal engineer and education officer, were arrested over failure to account for more than one billion shillings.

The funds were reportedly meant for road works and Standard Gauge Railway compensation tied to the construction of Morukatipe View Primary School.

However, analysts argue that such arrests often amount to symbolic gestures rather than meaningful accountability.

Tororo Resident District Commissioner Sadiq Bategana cited irregularities in school infrastructure projects as a case in point.

“The old school had ten classrooms and staff houses that were not incorporated in the new one, and leaders knew about this,” Bategana said.

Ekikina added that selective arrests undermine the broader fight against corruption.

“You see arrests everywhere, even of people who should not be arrested, just to show action. Government needs to go an extra mile in fighting corruption.”

The consequences of alleged corruption are visible across the municipality. Poorly maintained drainage systems leave parts of the town flooded whenever it rains.

Roads remain in bad condition, while several streets are unlit, crippling business activity after dark.

Mayor-elect Ochieng says the era of impunity is coming to an end.

“If you are going to steal money meant for the people, we shall let the law take its course. If you are not ready to work, the municipal council will be a very hard place to operate,” he warned.

Youth unemployment is another pressing concern, with local leaders warning that it is fuelling crime. MP-elect Tanna says his office will prioritise job creation.

“We are setting up a job desk to register qualified youth so that when factories need workers, we can directly link them,” Tanna said.

Ochieng also pledged swift action to revive the night economy.

“In our first days in office, we shall light this town. Businesses close early because the streets are dark.”

Efforts to obtain comment from the outgoing leaders were unsuccessful, as they were not readily available and did not respond to repeated calls.

While optimism runs high among residents, analysts caution that without a comprehensive forensic audit to establish the true scale of corruption, the new leadership risks inheriting deeply rooted problems that could undermine service delivery and development in Tororo Municipality.
