Rubanda District Chief Administrative Officer Samuel Ahabwe has placed accountability at the centre of the district’s operations for the 2026/2027 financial year, warning managers that proper management of public resources is a constitutional and professional obligation.
Ahabwe made the remarks during a Senior Management Meeting held at the district headquarters, where he directed heads of departments and accounting officers to ensure all public funds are properly accounted for and supported by relevant documentation.
“Accountability is not optional. It is our constitutional and professional obligation. As we close financial year 2025/2026, our immediate task is to account fully for all public resources under us,” Ahabwe said.
The CAO instructed all heads of departments and accounting officers at cost centre level to ensure that every transaction is supported by the required documents.
He also called for timely submission of key accountability documents, including financial statements, Board of Survey reports, departmental performance reports for the 2025/2026 financial year and work plans for 2026/2027.
“These documents are the basis for accountability, planning, budgeting, performance review and the upcoming audit. Delays or missing records hurt the institution’s credibility and invite audit queries,” Ahabwe said.
He urged district departments to organise their records early and maintain complete files, saying effective records management is a reflection of good governance.
“Good record management reflects good governance. Let’s be proactive, not reactive,” he added.
Ahabwe further tasked managers with strengthening monitoring of government projects to ensure quality implementation, value for money and sustainability.
He directed departments to immediately implement the 2026/2027 district budget, which came into effect on July 1, without delays.
On staff discipline, the CAO reminded public officers to adhere to the Public Service Code of Conduct, highlighting the importance of punctuality, integrity, customer care and confidentiality.
“As leaders, our behaviour sets the standard for other staff,” Ahabwe said.
The CAO also welcomed newly appointed senior officers, including the District Health Officer, District Internal Auditor and Principal Human Resource Officer, urging them to embrace accountability as they begin their assignments.
“Let us begin this financial year with renewed energy, determination and a shared purpose to deliver for our people,” Ahabwe said.
