Members of the 12th Parliament spent the second day of their induction seminar examining Uganda’s budgeting process, the country’s long-term development agenda under Vision 2040, and Parliament’s constitutional responsibility to oversee government programmes and service delivery.

Day Two of the induction seminar for Members of the 12th Parliament got underway at Speke Resort Munyonyo, with morning sessions focusing on public finance management, long-term national planning and Parliament's oversight responsibilities.

The day's agenda placed legislators face-to-face with the technical aspects of Uganda's budget process and the country's development blueprint, setting the tone for how the new House will engage with ministries, departments and government agencies.

"The morning sessions focused on the national budgeting cycle and processes, Uganda's Vision 2040, and the role of MPs in oversight of government programmes, among other topics," organisers told legislators.

Facilitators guided Members through each stage of the national budget cycle, from the preparation of the Budget Framework Paper to appropriation and performance review, emphasising that parliamentary oversight extends beyond the approval of budget allocations.

The sessions underscored the importance of ensuring that public resources are utilised efficiently and that government programmes deliver tangible benefits to citizens.

Training on Uganda Vision 2040 was aimed at equipping legislators with an understanding of the country's 30-year development aspirations so that parliamentary committees and constituency initiatives can align with national priorities.

The oversight module reminded MPs that monitoring the implementation of government programmes in their constituencies remains one of Parliament's core constitutional functions, alongside legislation and representation.

Facilitators encouraged Members to actively track service delivery, scrutinise public expenditure and hold implementing agencies accountable for the utilisation of public funds.

With plenary sittings and committee business expected to resume soon, the second day of the induction programme provided the 12th Parliament with practical grounding in how policy translates into budgets and how budgets, in turn, translate into services and development outcomes for citizens.

The five-day induction seminar is intended to equip both new and returning legislators with the knowledge and skills necessary to effectively execute their legislative, representative and oversight mandates during the life of the 12th Parliament.
