Finance Minister Henry Musasizi has launched a comprehensive Five-Year Strategic Plan, Client Charter and Service Delivery Standards for the National Lotteries and Gaming Regulatory Board (NLGRB), outlining a roadmap to strengthen regulation, enhance service delivery and increase the gaming sector's contribution to Uganda's economy.
Speaking at the launch on Monday, Musasizi described the three documents as key governance tools that will guide the Board's operations while aligning its work with the government's priorities on domestic revenue mobilisation, digital transformation, accountability and socio-economic development.
"I am pleased to note that these documents are fully aligned with Uganda's Vision 2040, the Fourth National Development Plan (NDP IV), and the Government's Tenfold Growth Strategy," Musasizi said.
The minister said the Strategic Plan, Client Charter and Service Delivery Standards are more than policy documents, describing them as a commitment to accountability, innovation, responsible gaming and national development.
"They represent a commitment to accountability, innovation, responsible gaming and national development," he added.
Musasizi highlighted the growing importance of Uganda's gaming industry, noting that stronger regulation, improved compliance, technological innovation and enhanced supervision have increased the sector's contribution to government revenue, employment and investment.
Earlier, during a meeting with the NLGRB Board and management, the minister directed the regulator to prioritise strengthening the National Central Electronic Monitoring System, automating licensing processes, intensifying the fight against illegal gaming operations, promoting responsible gaming and building a highly motivated workforce.
Deputy Secretary to the Treasury Patrick Ocailap stressed that the success of the new strategy would depend on effective implementation.
"A strategic plan without implementation remains a statement of intent. Service Delivery Standards without compliance remain aspirations. A Client Charter without accountability becomes only a public relations document," Ocailap said.
He urged the Board to translate the new strategic instruments into measurable improvements in service delivery and institutional performance.
NLGRB Board Chairperson Kenneth Kitariko reaffirmed the regulator's commitment to professionalism, innovation and good governance.
"Through enhanced regulatory compliance and the integration of cutting-edge technologies, we strive to create a fair, transparent and efficient gaming industry that aligns with Uganda's national priorities," Kitariko said.
The event also marked another milestone for the regulator, with Kitariko presenting the NLGRB's ISO Certification to the Finance Minister, underscoring the Board's commitment to internationally recognised standards of quality management and service delivery.
The newly launched Strategic Plan is expected to strengthen transparency, improve regulatory efficiency and position Uganda's gaming and lotteries sector as a more significant contributor to domesticrevenue mobilisation and national economic development over the next five years.
