The House of Bishops has elected Rev. Canon Associate Prof Dr Grace Lubaale as the fourth Bishop of Busoga Diocese.
His election was confirmed on Tuesday, October 7, 2025, marking the beginning of a new chapter in the diocese’s spiritual leadership. He replaced Rev Paul Naimanhye, who retired in January after nine years of service.
Lubaale will be consecrated and enthroned on December 14, 2025, at Christ’s Cathedral, Bugembe in Jinja, where he will officially assume the mantle of Bishop.
Born on October 9, 1978, in Bugombya Zone, Butansi Parish, Butansi Sub-county, Bugabula County in Kamuli District, Lubaale’s faith journey began in December 1994 when he committed his life to Christ.
His calling to ministry saw him ordained as a deacon in 2008 and as a priest in 2009 in the Diocese of Kampala. In November 2024, he was installed as Canon of Education and Training at All Saints’ Cathedral, Kampala.
Beyond the pulpit, Lubaale is a distinguished academic, holding a Ph.D. in Development Studies, two master’s degrees—one in Theology and another in Development Studies—and a Bachelor of Arts with Education.
His ministry has consistently emphasized education, discipleship, and holistic community transformation.
He is married to Clare Louise Atuheirwe, and together they are blessed with four children.
Earlier today, the Archbishop of the Church of Uganda, The Most Rev. Dr. Stephen Samuel Kaziimba Mugalu, commissioned the Provincial Tribunal, a key body tasked with handling disputes within the Church.
Before the commissioning, members of the Tribunal underwent an orientation led by Supreme Court Justice Mike Chibita.
The Tribunal is chaired by Canon Naboth Muhairwe, the Provincial Chancellor, and includes Bishop Prof. Fred Sheldon Mwesigwa (Ankole), Bishop Onesimus Asiimwe (North Kigezi), Bishop Pons Awinjo Ozelle (Nebbi), Bishop James Bukomeko (Mityana), Bishop George Turyasingura (East Ruwenzori), and Bishop John Wilson Nandaah (Mbale).
Justice Hellen Obura represents the laity, while The Very Rev. Canon Dr. Rebecca Nyegenye represents the clergy.
The establishment and commissioning of the Provincial Tribunal reflect the Church of Uganda’s commitment to transparency, accountability, and peaceful resolution of internal matters.
It also underscores the institution’s broader mission to strengthen good governance and uphold integrity within its structures—principles that the incoming Bishop Lubaale is expected to champion as he takes on leadership of Busoga Diocese.
