The Uganda Human Rights Commission (UHRC), the Electoral Commission (EC), and the Uganda Police Force (UPF) have pledged closer collaboration to safeguard human rights and freedoms in the run-up to the 2026 general elections. The commitment was made during a high-level meeting held at the UHRC headquarters in Kampala on Monday.
The meeting brought together UHRC Chairperson Mariam Wangadya, EC Chairperson Justice Simon Mugenyi Byabakama, and Inspector General of Police Abas Byakagaba.
Speaking at the meeting, Wangadya stressed that the credibility of any electoral process is grounded in the respect and protection of human rights.
“Collaboration is the cornerstone of credible elections. Only through a united front can we ensure a rights-respecting electoral environment where every Ugandan feels safe and confident to exercise their democratic right,” she said.
Byabakama hailed the engagement as both timely and strategic, noting that strengthening coordination among constitutional and security bodies was crucial for enhancing public trust in the electoral process.
“When constitutional bodies and state institutions place human rights at the centre of their work, the public’s confidence in elections grows stronger. This kind of partnership is essential for building an inclusive and peaceful democracy,” he said.
On his part, IGP Byakagaba reaffirmed the Police’s readiness to provide security throughout the electoral period, underscoring the
inseparable link between rights and security.
“The Uganda Police Force remains committed to ensuring that the rights of all citizens are protected during the elections. Security and rights go hand in hand one cannot exist without the other,” he said.
The three leaders agreed to speak with one voice in urging peace, tolerance, and mutual respect among all Ugandans. They further pledged to ensure that every eligible voter will have the opportunity to cast their ballot freely and safely in the 2026 general elections.
The meeting marks a significant step toward building stronger inter-institutional coordination, with the shared goal of fostering a democratic process that upholds the dignity, rights, and freedoms of every Ugandan.
