DPP Anguzu Champions Coordination With CID in Hoima to Boost Justice Delivery

 

The Director of Public Prosecutions, Lino Anguzu, on Monday chaired a high-level coordination meeting between the Office of the Director of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID) in Hoima Region, aimed at enhancing collaboration and strengthening criminal justice delivery.

The meeting, held on March 23, 2026, brought together key justice sector actors to address operational challenges and improve institutional coordination.

One critical issue highlighted was the loss of case files in a recent fire, noted by Assistant DPP Okello Richard.

Deputy Regional CID Officers Godes Twinamatsiko and Rugubwa Rugendo commended the ODPP for its prosecutorial guidance, citing improvements in conviction rates, but also pointed out gaps, including the absence of prosecutors in some districts, such as Kakumiro.

Permanent Secretary Agnes Kainza Nzogi emphasised the need for a transparent and accountable partnership between the ODPP and CID, grounded in shared responsibility.

Meanwhile, Deputy DPP for Prosecutions and International Affairs, James Owere Odumbi, stressed the importance of early coordination and timely investigations before arrests.

He also cautioned against using the criminal justice system for civil disputes and discouraged informal settlements in serious criminal matters.

In his address, DPP Anguzu underscored professionalism, integrity, and discipline as essential pillars of justice delivery, calling for evidence-based decision-making in prosecutions.

“Only meritorious cases should proceed, guided by the evidential and public-interest tests, to ensure the justice system is not overwhelmed,” he said.

Anguzu also committed to addressing prosecutorial staffing gaps in the region, reaffirming the ODPP’s dedication to improving service delivery.

The meeting concluded with both the ODPP and CID pledging to enhance coordination, strengthen evidence management, and ensure timely investigations.

Participants emphasised that strong collaboration and adherence to professional standards are critical to upholding the rule of law and delivering effective justice.
