EXPLAINER: Why Police Tow Rather Than Drive Seized Vehicles in Among Investigation
Police have impounded multiple luxury vehicles linked to outgoing Speaker Anita Among as part of an ongoing CID-led operation into alleged illicit enrichment and money laundering, with authorities using flatbed recovery trucks instead of driving the vehicles to secure their evidential integrity.

CID-led operatives attached to the Uganda Police have continued to tow rather than drive luxury vehicles seized from properties linked to outgoing Speaker of Parliament Anita Among, as investigations into alleged illicit enrichment, corruption, and money laundering intensify.

Among the vehicles impounded on Wednesday is a Toyota Land Cruiser (UBH 138W) which was loaded onto a Police flatbed recovery truck from her residence in Nakasero, Kampala.

Another Land Cruiser (UA 630BE) was also seized and similarly transported.

A third vehicle, a Mercedes-Maybach, was impounded at the same residence, while a fourth vehicle, a Lexus (UBP 704Y), was also taken.

The latest seizures follow earlier recoveries on Monday, when a Rolls-Royce and a Range Rover were impounded from a separate residence in Mutungo-Kigo, bringing increased public attention to the scale of the operation.

Police have consistently used flatbed recovery trucks to transport the vehicles rather than driving them away, a procedure law enforcement officials say is guided by standard investigative protocol.

Explaining the practice, police sources say towing helps preserve the chain of custody, ensuring that seized property remains in the exact condition in which it was found, without risk of alteration, damage, or unauthorized use after seizure.

The method also eliminates potential liability concerns that could arise if officers were to drive high-value vehicles and they were later involved in accidents or mechanical failures during transit.

Additionally, towing supports evidential documentation requirements in ongoing investigations, allowing officers to properly photograph, inventory, and secure assets as potential exhibits in criminal proceedings.

Legal frameworks governing such actions include provisions under the Police Act, which empowers officers to seize and secure property believed to be linked to suspected offences, as well as provisions under the Anti-Corruption Act and related asset recovery laws that allow preservation of suspected proceeds of crime pending investigation or court direction.

Authorities also note that the use of recovery trucks enhances transparency in sensitive operations, particularly in high-profile investigations where public scrutiny is high and evidential handling must be demonstrably strict.

Police have not made any formal findings of guilt, and the seized vehicles remain subject to ongoing investigations.
