The Patriotic League of Uganda (PLU) has barred supporters, coordinators and leaders from accessing its offices and official events while dressed in military or paramilitary-style attire, as part of new administrative and protocol measures aimed at strengthening discipline and protecting the organisation’s image.
In an internal memorandum dated July 27, 2026, the PLU Office of Protocol directed members to avoid wearing combat gear, tactical clothing or any form of attire that could create the impression of belonging to the armed or security forces unless they have written authorisation from the Office of the General Secretary.
“ No supporter, coordinator or leader shall access PLU offices, meetings, functions or any official activity while dressed in military or paramilitary-style attire, combat gear, tactical clothing or any apparel likely to create the impression of belonging to the armed or security forces,” the memo stated.
The directive follows an official statement issued by the Office of the General Secretary and is part of what PLU described as efforts to build a “disciplined, law-abiding and credible organisation.”
PLU is a loose political grouping led by the Chief of Defence Forces and First Son, General Muhoozi Kainerugaba. The group describes itself as a civil pressure group.
Members have instead been encouraged to wear decent civilian clothing or officially approved PLU branding during organisational activities.
The organisation also issued fresh guidelines on communication, directing members to rely only on official PLU communication platforms, the Office of the General Secretary or authorised members of the PLU Central Committee for information about programmes, meetings, appointments and other activities.
Supporters were cautioned against circulating information from unofficial sources.
The memo further introduced a zero-tolerance stance against personal attacks, directing members to refrain from physical confrontations, verbal abuse, threats, intimidation, character assassination and online attacks.
“Differences of opinion should be handled through the established internal structures,” the directive stated, urging members with grievances to submit them to the Secretariat for resolution.
PLU also ordered the registration of all supporter-run digital platforms, including WhatsApp groups, Telegram channels, Facebook groups, X communities and TikTok pages created for mobilisation purposes.
Administrators of such platforms have been asked to submit details including the platform name, links or usernames, administrators, contact information and district or area of operation.
The organisation warned individuals operating social media accounts using the PLU name, logo, identity or branding without approval to stop immediately, saying official branding remains the property of the organisation.
“No individual, group or structure shall organise, announce or convene meetings, fundraising activities, mobilisation events, trainings or public engagements in the name of PLU without prior clearance from the Office of the General Secretary,” the memo added.
The directives also warned members against engaging in activities that could damage the organisation’s reputation, including criminal conduct, violence, extortion, spreading misleading information or issuing unauthorised statements.
PLU reminded its supporters that the organisation is founded on principles of patriotism, discipline, integrity and respect for the rule of law, calling for unity and internal dispute resolution through recognised leadership structures.
The memo was issued by the PLU Office of Protocol and addressed to all PLU leaders, coordinators and supporters.
