He also praised former State Minister for Finance Henry Musasizi for his energy, preparedness and commitment to constructive engagement, saying he consistently challenged ideas, encouraged robust debate and emphasised the importance of being fully prepared for official engagements.

The Permanent Secretary further recognised former State Minister for Microfinance Haruna Kasolo Kyeyune, describing him as “the people’s minister” whose frequent interactions with farmers, traders, boda boda riders and entrepreneurs helped keep government policies connected to the experiences of ordinary Ugandans.

Ggoobi noted that the outgoing ministers earned respect through accessible leadership and their confidence in the ministry’s technical team.

Turning to the incoming ministers, Ggoobi welcomed them to what he described as one of Uganda’s strongest public institutions, highlighting the ministry’s reputation for professionalism, technical competence and sound economic management.
