Museveni Swears In Justice Moses Kawumi as Deputy Chief Justice
President Museveni has sworn in Justice Moses Kawumi as Uganda's new Deputy Chief Justice, praising ongoing judicial reforms aimed at fighting corruption, improving efficiency and expanding access to justice.

President Museveni has presided over the swearing-in of Justice Moses Kawumi as Uganda’s new Deputy Chief Justice, reaffirming government’s commitment to strengthening the judiciary and improving access to justice.

The ceremony was held at State House Entebbe on Thursday and was attended by senior government officials, judicial officers and members of the legal fraternity.

During the event, Museveni congratulated Justice Kawumi upon his appointment and commended the Judiciary for reforms being implemented under the leadership of Chief Justice Alfonse Owiny-Dollo.

The President praised ongoing efforts to combat corruption within the justice system, promote Alternative Dispute Resolution (ADR) and embrace digital technologies aimed at improving efficiency in the administration of justice.

“These reforms are important in ensuring that justice is delivered efficiently, fairly and without unnecessary delays,” Museveni said.

Reflecting on the state of the judiciary when the National Resistance Movement came to power, the President noted that corruption and excessive reliance on technicalities were among the major challenges affecting the justice system.

He expressed satisfaction with the progress made in strengthening integrity, accountability and a focus on substantive justice.

Museveni also expressed confidence in Justice Kawumi’s ability to contribute to the transformation of the judiciary and wished him success in his new role.

Justice Kawumi's appointment comes at a time when the Judiciary is pursuing reforms aimed at reducing case backlog, enhancing transparency and increasing public confidence in the justice system.

His elevation to the position of Deputy Chief Justice is expected to further support efforts to modernise Uganda’s justice sector and ensure timely access to justice for all citizens.
