Outgoing State Minister for Youth and Children's Affairs Balaam Barugahara has eulogised the late former Kayunga District NRM Chairperson, Moses Karangwa Kaliisa, describing him as a visionary leader whose legacy should be preserved through family unity and responsible management of his investments.

Speaking during a visit to the late Karangwa’s home in Budaali village, Bbaale Sub-county, Balaam urged family members to remain united and avoid internal conflicts that could undermine the deceased’s achievements.

“A father’s legacy can easily disappear when family members start fighting. Stay together, protect the property your father worked for and continue building on his dreams,” Balaam said.

The minister advised the family to establish a registered company structure to help manage Karangwa’s businesses and property in a more organised and transparent manner.

“Register a family company, work together as one family and keep the Karangwa name alive through development and unity,” he added.

Balaam praised Karangwa for his contribution to political mobilisation and community transformation in Kayunga District, saying he dedicated much of his life to strengthening the ruling National Resistance Movement and supporting local development initiatives.

“Karangwa was not only an NRM leader but also a mobiliser who sacrificed a lot for the growth of the party and the transformation of his community,” he noted.

The minister also encouraged young people to emulate the late Karangwa’s hardworking spirit, resilience and commitment to service.

During the visit, Balaam contributed Shs5 million toward the completion of an unfinished Catholic church project that Karangwa had established in the same village before his death.

He called upon NRM members and well-wishers to support the stalled church project, arguing that places of worship play a critical role in public education, moral guidance and community mobilisation.

“Church is the source of knowledge and development, and when we embrace such works, we promote integrity, brotherhood, unity and responsible members of the community,” Balaam said.

Karangwa, who also served as a senior presidential advisor, died after sustaining injuries in a fatal road accident at Sukka village along the Kayunga–Jinja road last week.

His death has drawn tributes from political leaders, community members and NRM supporters across the district, many describing him as an influential grassroots mobiliser and respected community figure.
