The Judiciary of Uganda has welcomed Ms. Ruth Mputeni, Chief Corporate Affairs and Public Relations Officer of the Malawi Judiciary, for a week-long study tour aimed at strengthening judicial communication and institutional visibility.
The visit, running from March 23 to 27, 2026, is intended to promote the exchange of knowledge and best practices in public relations, stakeholder engagement, judicial protocol, and communication strategies.
Uganda was selected for the benchmarking exercise in recognition of its structured approach to communications within the justice sector.
The engagement commenced at the Judiciary Headquarters in Kampala, bringing together members of the Public Relations and Communications Registry, officials from the Judiciary Training Institute, and the visiting Malawian delegation.
Leading the session, Registrar HW James Ereemye Jumire Mawanda provided an overview of the Registry’s structure and operations, highlighting the role of communications committees and coordinated strategies in enhancing the Judiciary’s public image and outreach.
Discussions also focused on judicial protocol, emphasizing the importance of careful planning and execution of official ceremonies, state functions, and high-level visits in maintaining institutional credibility.
HW Lillian Bucyana, Acting Registrar of the Judiciary Training Institute, delivered a presentation on the institute’s mandate, underscoring its role in capacity building, continuous judicial education, and professional development.
She noted that the institute plays a central role in promoting efficiency and best practices across the Judiciary.
Senior Communications Officer Ruth Ashaba and Senior Client Service Officer Halimah Kaggwa shared practical insights into their roles in strengthening communication and improving service delivery.
Meanwhile, Judiciary Training Institute Communications Officer Ritah Mukundane highlighted the critical role of effective communication in training programmes, including documentation, branding, media engagement, and stakeholder coordination.
Speaking during the session, Ms. Mputeni praised the Uganda Judiciary for its hospitality and transparency in sharing knowledge.
She particularly commended its use of technology in communication and case management systems, describing it as a key learning area for Malawi.
She also lauded Uganda’s structured approach to public engagement and expressed confidence that lessons from the visit would contribute to ongoing reforms within the Malawi Judiciary.
The day’s activities concluded with a guided tour of the Supreme Court of Uganda, offering the visiting team a closer look at its infrastructure and operations.
The benchmarking visit highlights growing collaboration among African judiciaries, reflecting a shared commitment to enhancing transparency, strengthening public trust, and improving justice delivery through effective communication strategies.
