Integrity Key to Uganda’s Future, Bigirimana Tells Students
Permanent Secretary Pius Bigirimana urged university students to pair academic excellence with ethical leadership, highlighting integrity as essential for national development.

Permanent Secretary and Secretary to the Judiciary Pius Bigirimana has called on young Ugandans to uphold ethical values alongside academic and professional achievement, cautioning that leadership without integrity undermines national progress.

Addressing over 400 students at the Inter-University Leadership Conference at the National ICT Hub, Bigirimana said, “Excellence and ethics are not separate ideals; they are two sides of the coin. You cannot do without the others.”

He encouraged students to cultivate character, discipline, and civic responsibility.

The conference, organized by the Female Lawyers Network (FLN) under the theme, “Strategic Leadership for Youth: Building Visionary, Innovative, and Impact-driven Leaders for a Sustainable Future,” brought together senior government officials and private-sector partners to mentor young leaders on integrity, professionalism, and national transformation.

Deputy Inspector General of Government Dr. Patricia Achan Okiria urged students to actively combat corruption.

“Stand against corruption, champion transparency, and demand accountability in all aspects of leadership,” she said.

Acting High Court Judge Lady Justice Sarah Lang Siu emphasized education as a path to meaningful impact, advising students to “aim high for education and empowerment to reach your desired position and make a meaningful impact.”

The Uganda Revenue Authority (URA) highlighted youth engagement in building a productive economy. Assistant Commissioner Akulo Phionah noted ongoing initiatives to simplify tax compliance for young people, stressing that a tax-literate generation is vital for sustainable development.

Students described the conference as both timely and practical. Makerere University’s Tindyebwa Manson said, “I have learnt how to become a good student leader with professionalism and leading with integrity.”

Supported by MTN MoMo Pay, UCC, URA, Harris International, and Newman’s, the Inter-University Leadership Conference reinforced calls for ethical leadership and active youth participation in Uganda’s development agenda.
