The Ministry of Works and Transport has warned travellers to exercise caution as heavy rains continue to cause widespread damage to roads and transport infrastructure across Uganda.
In a public announcement issued on November 5, 2025, Works and Transport Minister Edward Katumba Wamala said the ongoing rains have led to flooding, embankment failures, mudslides, and washouts on several parts of the national road network, leaving some sections temporarily impassable.
According to the Ministry of Water and Environment’s Seasonal Rainfall Outlook for September to December 2025, Uganda is currently experiencing an intense global weather phenomenon that is expected to persist for several weeks, with localised flash floods likely to occur.
“All our construction, rehabilitation, and maintenance units are on the ground across the country, coordinating and executing emergency works,” Gen Katumba said, noting that the government is working closely with district and urban authorities to restore damaged road sections and reinstate full connectivity.
Ongoing emergency interventions include clearing landslides along the Rubuguri–Katojo and Kapchorwa–Suam roads, as well as repairing the damaged section along the Karuma–Kamdini highway.
The Minister urged motorists to avoid attempting to cross flooded road sections, warning that “the water may conceal washed-away surfaces or unstable foundations, posing extreme danger to motorists and pedestrians.”
He also called on heavy truck and trailer drivers to adhere strictly to diversion routes and traffic control instructions to prevent further road damage.
Gen Katumba said the Ministry is assessing high-risk corridors and prioritising works to strengthen embankments, improve drainage systems, replace undersized culverts, and raise road levels in low-lying areas.
He noted that climate-resilient road designs are being developed to withstand extreme weather conditions, citing ongoing reconstruction works at the Katonga, Lwera, and Kalandazi swampy sections of the Kampala–Masaka Highway as examples.
The Minister thanked the public for their patience and cooperation, urging all Ugandans to “exercise caution, remain vigilant, and prioritise safety above all.”
