The Uganda Police Force has arrested several teachers and UNEB officials in connection with cases of examination malpractice during the ongoing Primary Leaving Examinations (PLE 2025) across the Greater Masaka region. The arrests, made on November 3, 2025, underscore growing concerns about the integrity of national exams.
According to a police statement released on X (formerly Twitter), the incidents were recorded in Masaka, Rakai, Kyotera, and Masaka City, involving acts ranging from impersonation to bribery attempts and illegal assistance to candidates.
In Masaka District, eight teachers from St. Kizito Butenzi Primary School were arrested after being caught red-handed writing answers for candidates and coaching them during the Social Studies paper.
The suspects — identified as Ngobya Jackson, Kavuma Ashiraf, Juuko Misaaki, Kyusa Ronald, Mubiru Isma, Ssempijja Michael, Turyasingura Adam, and Waiswa Sharif — were apprehended at the scene, and evidence was collected to support the case.
In Rakai District, police arrested Katende Noah at St. Raphael Mbuye Primary School for impersonation, after he falsely presented himself as a UNEB scout without official authorization.
Meanwhile, in Masaka City’s Kimanya–Kabonera Division, police are pursuing Mr. Asiimwe Robert, who is on the run after attempting to bribe a UNEB monitor in a bid to influence the examination process.
The most alarming incident occurred in Kyotera District, where six UNEB officials were arrested at Kyotera Central Primary School. The suspects — Mulindwa Sulait, Nansango Sylvia, Nasamula Annet, Ssekitoleko Gonzaga, Nakityo Harriet, and Lubega John — were allegedly involved in a case where a candidate was found with a small paper containing answers during an abrupt inspection. All suspects are currently in police custody as investigations continue.
The Uganda Police, working closely with the Uganda National Examinations Board (UNEB), reaffirmed their commitment to upholding the credibility and integrity of national examinations.
“We caution all stakeholders to desist from any acts that compromise the credibility of the examination process,” the police statement read.
