The Standards, Utilities and Wildlife Court in Makindye has remanded journalist Dean Lubowa Saava to Luzira Prison until October 13, 2025, on three criminal charges related to illegal broadcasting and defamation.
The ruling was delivered by Chief Magistrate Gladys Kamasanyu, who heard that Saava operated an online television station without a license, defied regulatory directives, and allegedly used his platform to insult and defame prominent Ugandans.
Prosecution stated that Saava has been running Gano Mazima TV, an online platform he launched in 2018 in Lungujja, without authorization from the Uganda Communications Commission (UCC).
The charges against him include:
- Operating an online television station illegally without a UCC license.
- Defying UCC directives and continuing operations in breach of communications laws.
- Defamation, through allegedly using his platform to insult senior Ugandan figures, including Prof. Ddungu Kateregga.
According to Dr. Abdul Salaam Waiswa, UCC’s head of legal affairs, the Commission gave Saava ample time to comply with licensing requirements.
However, instead of regularizing his operations, Saava allegedly used the platform to “abuse and demean” high-profile personalities.
“We engaged him several times, even suspended his operations last August. But instead of complying, he resorted to insulting the Commission and government leaders,” Dr. Waiswa told reporters after the ruling.
Court was informed that investigations into the case are complete and witnesses are ready to testify. Despite this, Saava denied all charges, maintaining that he has no knowledge of any wrongdoing.
Magistrate Kamasanyu ordered his remand until the case resumes in mid-October.
Speaking after the court session, Dr. Waiswa warned other owners of online television stations to ensure they are properly licensed.
“This case should serve as a warning. All online broadcasters must comply with the law or face similar consequences,” he emphasized.
Meanwhile, Saava’s legal team, led by Male Mabirizi, expressed dissatisfaction with the magistrate’s decision to remand their client, vowing to challenge it.
The case has reignited debate over media freedom, digital broadcasting regulations, and the responsibilities of online content creators in Uganda.
While UCC insists on regulatory compliance, some critics argue that the law is being used to stifle independent voices.
For now, Saava will remain in Luzira Prison as the court prepares for the ext hearing on October 13, 2025.
