Maj. Gen. Christopher Ddamulira, the Director of Crime Intelligence, has urged ghetto youth to resist political manipulation and shun violence as Uganda heads toward the 2026 general elections.

With political parties intensifying mobilisation and the Electoral Commission preparing the roadmap, the polls are expected to be highly contested, focusing on governance, economic challenges, and youth participation.

Speaking during a dialogue with youth leaders at Mengo Primary School in Rubaga Division on Friday, Ddamulira said the presidential Ghetto Youth Empowerment Program, launched in 2022, is already transforming lives by reducing crime and creating economic opportunities.

“We have noted reduced crime levels in the area, economic empowerment of youth through SACCOs, and their active participation in leadership structures,” he said.

“Many of you contested and won positions in youth elections, which demonstrates that empowerment is not only economic but also civic.”

The meeting drew senior local leaders, including the two Assistant Resident City Commissioners (RCCs) for Rubaga, the NRM Division Chairman, the District Internal Security Officer (DISO), and several community representatives.

They reviewed progress under the government initiative, which has injected billions of shillings into ghetto Savings and Credit Cooperative Societies (SACCOs) across Kampala Metropolitan to support small enterprises such as carpentry, tailoring, beekeeping, and crafts.

In Rubaga, hundreds of young people have accessed start-up capital, with many reporting improved livelihoods and reduced reliance on crime.

“I don’t have to look over my shoulder anymore. I employ two friends, and we are saving together.”

While celebrating the gains, Ddamulira cautioned the youth against being lured into electoral violence.

“I appeal to you to completely reject acts of political violence and criminality. Instead, let us promote peace throughout the election period and beyond,” he said.

The program has been praised for building trust between security agencies and marginalised urban communities.

Earlier this year, Buganda Kingdom’s Katikkiro, Charles Peter Mayiga, commended Ddamulira for rehabilitating many youths formerly associated with gangs.

Friday’s dialogue reaffirmed government’s commitment to sustaining funding and mentorship for the initiative.

“The future of our country rests in your hands. Choose peace, productivity, and responsibility,” Ddamulira told the youth.
