The Katikkiro (Prime Minister) of Buganda, Charles Peter Mayiga, has called on parish chiefs, known as Abaami be miruka, to adhere to royal protocols and serve their communities in accordance with the Kabaka’s directives.
Speaking on Tuesday at the Buganda Kingdom headquarters in Bulange, Mayiga emphasized that chiefs must exercise their authority responsibly, avoid arrogance or personal gain, and ensure that their actions reflect the guidance of His Majesty the Kabaka.
“Parish chiefs carry significant responsibilities in managing local administrative structures. While executing their duties, they must faithfully implement the guidance of His Majesty the Kabaka and respect his directives in all matters,” he said.
Mayiga encouraged chiefs to foster unity, peace, and love within their communities, and to prioritize public service over prestige or personal interests.
He advised establishing structured working relationships with sub-county leaders and recommended the use of WhatsApp groups to share updates, instructions, and ideas for effective service delivery.
The Katikkiro warned that chiefs who fail to maintain proper communication and coordination risk undermining their ability to serve the people efficiently. +
Chiefs were also reminded of their obligations under the Situla Omutindo framework, which holds them accountable for ensuring order, fairness, and transparency in their communities.
Joseph Kawuki, Kingdom Minister for Local Government, Kabaka’s Tours and Diaspora Affairs, reinforced the message, urging chiefs to engage closely with residents, understand their concerns, and implement initiatives that promote community welfare.
Through these measures, the Buganda Kingdom aims to strengthen grassroots governance, ensuring that local leaders are both accountable and responsive while upholding the dignity of the Kabaka’s institution.
