The State House Anti-Corruption Unit (SHACU) has arrested multiple suspects allegedly behind the illegal takeover and attempted sale of Kaazi National Scouts Camping Site land in Wakiso District.
The arrests, led by SHACU head Brig. Gen. Henry Isoke, followed a government inspection prompted by a petition from the Uganda Scouts Association (USA) regarding fraudulent activities. Reports indicate that a group calling itself the “Boys Scouts Association” had forcefully occupied the Scouts’ offices and attempted to sell parts of the land to private investors.
During the inspection, officials found portions of the camping site fenced off, new buildings constructed, and trees cut down. Brig. Gen. Isoke condemned the encroachment and promised a full investigative report within a week.
On Monday, SHACU, in coordination with the Ministry of Education and Sports, reinstated the Uganda Scouts Association in their offices and ordered an immediate halt to all illegal activities on the land. The operation was led by the Ministry’s Permanent Secretary, Dr. Kedrace Turyagyenda.
“No one in this country has the authority to unlawfully interfere with your activities,” Dr. Turyagyenda said, officially directing the Uganda Scouts Association to resume operations.
The self-styled “Boys Scouts” faction resisted, prompting security operatives to remove them. Six suspects, including Dr. Patrick Mujuuni and Dr. John Mugisha, were arrested and taken to face charges.
The intervention was welcomed by the Scouts community. Led by Professor Alhajji Badiru Kateregga, members praised President Yoweri Kaguta Museveni, First Lady Janet Kataha Museveni, and the Minister of Education and Sports for defending their land.
“We thank President Museveni and Maama Janet for standing with us on this matter of our land, which had been taken by fraudsters,” Prof. Kateregga said.
Alice Miramahoro, Commissioner of the Uganda Scouts Association, confirmed that the annual National Scouts Camp will proceed as planned, with no further interference.
The Kaazi National Scouts Camping Site, located on the shores of Lake Victoria, is a landmark training and recreational ground for Ugandan Scouting.
Fraudulent attempts to seize and sell portions of the land underscore the need for government vigilance.
