PDM and Emyooga 'Boost Museveni Support in Busia from 46% to 70%'

Government programmes like the Parish Development Model (PDM) and Emyooga have significantly increased support for President Yoweri Museveni in Busia District, leaders say, citing a rise in backing from 46% in the 2021 elections to 70%.

National Resistance Movement (NRM) treasurer Barbra Nekesa Oundo credited these initiatives with empowering women, youths, and vulnerable communities, arguing that they have strengthened the party’s popularity.

While meeting NRM leaders from Samia Bugwe South, Samia Bugwe North, and Busia Municipality, Nekesa said programmes such as the Youth Livelihood Programme (YLP), PDM, and Emyooga are running concurrently to improve household incomes and promote entrepreneurship.

She acknowledged some challenges but insisted that even small amounts of support, like the Shs1 million PDM funds, can make a significant difference when used wisely.

“There is no little money and there is no money. No matter how small or big the money you get, it can do something… Busia has demonstrated that it’s possible to start small and grow big,” she said.

Nekesa also urged NRM leaders to unify behind President Museveni and all party flag bearers ahead of the 2026 elections, noting that past divisions and support for opposition candidates contributed to weaker performance in 2021.

“It’s our responsibility as NRM leaders to support the President, who doubles as the party chairman, and all flag bearers. Let us realize our structures from village level; the 30 people in every village are just a good number of votes to start with,” she said.

NRM Youth Chairperson Isaac Muwanguzi highlighted the economic gains among young people who have used PDM funds to start ventures such as poultry farming.

He said youths are now ready to back President Museveni and other NRM candidates in the upcoming elections, emphasizing the importance of unity.

“The young people have improved financially and are prepared to support President Museveni in 2026,” Muwanguzi stated.

The meeting brought together NRM leaders and supporters to strategize on consolidating party structures and mobilizing voters ahead of the next general elections.
