Janet Museveni says government to get tough on school inspection
The minister of Education and Sports Janet Kataha Museveni has warned stakeholders responsible for inspecting schools that the ministry will take action if they neglect their duties.
This was during the launch of the secondary improved secondary inspection methodology at State House Entebbe intended to improve learning in schools.

Schools inspection, the Ministry says, is one of the challenges that are persistent and affecting the quality of education.
Janet said the ministry will take appropriate action on those who will fail to put the guidelines into good use.
"My office working with the permanent secretary pledge to take appropriate action on stakeholders who fail to play their roles in implementation of inspection recommendations," she said.
She also asked parents to discharge their responsibility and support their children in school by ensuring that they attend to the needs of their children like providing mid-day meals, scholastic materials, helping on discipline of learners among others.
Unlike before when the inspection looked at only the basic requirements and minimum standards, the newly launched inspection manual outlines several quality indicators among which is the attendance of teachers and learners, the learning achievements and safety of learners.
Under the old system inspectors focused mainly on compliance to Basic Requirements and Minimum Standards (BRMS) rather than learning achievements, inspectors rarely went to class to observe lessons thus missing the reality of the classroom environment, quality of teaching and assessment of learners’ work.
"Inspectors were not capturing true attendance of teachers and learners because information was simply extracted from documents like staff attendance books and registers. One inspector carrying out two inspections in a day led to poor quality of inspection, the new model provides for two inspectors spending an entire day at a given school following up on all the activities and making reports," Janet said.
