Army chief meets Kampala Police chiefs, spies over increased criminality

The Chief of Defence Forces in the UPDF, Gen.David Muhoozi on Tuesday met all police Commanders in the Kampala Metropolitan Policing Area, the Nile Post has learnt.

According to the a statement by police, the meeting held at their headquarters in Naguru saw all Regional Police Commanders, District Police Commanders, Divisional Police Commanders , intelligence officers and detectives in Kampala meet with the army commander over increased insecurity.

“The meeting is aimed at devising means of enhancing joint security initiatives that will promote a safer society for all Ugandans,” Police said on their social media pages.

Police has of late been carrying out operations together with the army, especially the recently recruited Local Defence Unit personnel who are directly under the UPDF.

According to police, the meeting also aimed at enhanced intelligence-led operations, targeted deployments and patrols, profiling of serial offenders, community policing, drug abuse investigations and community mobilisations.

The meeting at Naguru was also attended by the Deputy Inspector General of Police, Maj.Gen.Muzeeyi Sabiiti and several directors from police and other security agencies.

Insecurity

There has been increasing cases of insecurity in various parts of the wider Kampala Metropolitan policing area of Mukono, Kampala and Wakiso.

A number of mobile money dealers have in the past few months been attacked, killed and huge sums of money taken by armed assailants mostly traveling on boda bodas.

Last month, two women were shot dead when five armed robbers riding on motorcycles raided a mobile money shop in Zana Cell, Bunamwaya, Wakiso District.

Harriet Nalwadda and her worker Moreen Nakabuubi, both residents of Zana Cell were shot dead by the attackers who were riding on three motorcycles and their money taken.

Two weeks ago, armed thugs attacked a mobile money agent as she returned home and killed her near the home’s entrance.

A recording captured by a private CCTV camera in Mengo,Lubaga division showed two thugs strangle a boda boda rider they had hired to transport them before killing him and taking off with his motorcycle.

Despite making several arrests, incidents of insecurity have continued.

President Museveni last week replaced three Police directors with UPDF officers.

The changes saw, Col Sserunjogi Ddamulira, who has been director of counter-terrorism at the Chieftaincy of Military Intelligence, the army’s intelligence wing, appointed as the new director of police Crime Intelligence whereas Brig Geoffrey Golooba, who has been a Military Attaché in Moscow, Russia is the new police director of Human Resource Development and Training.

Museveni also appointed Col Jessy Kamunanwire as the new director of Human Resource and Administration whereas Brig Jackson Bakasumba was appointed the Chief of Joint Staff which is a newly created position in the Police force.

All the new deployments by the President were meant to enhance security especially in the Kampala Metropolitan Area where the situation looks to be fluid.
