The outgoing Resident District Commissioner (RDC) of Mubende District, Fred Nayebare Kyamuzigita, has warned local leaders against involvement in land conflicts, saying disputes over land remain a major source of tension in the area.

Kyamuzigita issued the warning while handing over office to the newly appointed RDC, Beatrice Kasigazi, urging her to be firm and cautious when handling land-related matters.

Kasigazi, who was appointed by President Yoweri Kaguta Museveni as the new RDC for Mubende District, officially assumed office during a handover ceremony held at the RDC’s office.

Before the ceremony, residents escorted Kasigazi to the office in a procession, welcoming her appointment and describing her arrival as a new chapter for the district.

During the handover, Kyamuzigita said land disputes continue to dominate complaints received by leaders and often fuel divisions among communities.

“Land remains one of the biggest challenges in Mubende. I urge the new RDC to be firm and cautious while handling land disputes because they are at the centre of many conflicts in the district,” Kyamuzigita said.

He also cautioned against mixing politics with government programmes, saying political interests should not interfere with service delivery.

“There are leaders who have allowed political interests to interfere with government programmes. I encourage the new RDC to be watchful and ensure government initiatives are implemented without political bias,” he said.

In her acceptance remarks, Kasigazi pledged to prioritise the fight against land grabbing and protect the rights of lawful landowners.

“I will work tirelessly to combat land grabbing and ensure justice prevails for all residents of Mubende,” Kasigazi said.

She promised to work with other leaders and stakeholders to ensure government programmes benefit residents without discrimination.

“I believe in teamwork and cooperation. Together with other leaders, we shall ensure that government programmes benefit the people of Mubende,” she said.

Residents who attended the ceremony welcomed Kasigazi’s appointment and thanked President Museveni for entrusting her with the responsibility.

RDCs are appointed by the President as representatives of central government in districts and are responsible for monitoring government programmes, coordinating security and advising local authorities.

Land disputes remain among the most common sources of complaints handled by RDC offices across Uganda, often involving allegations of fraud, illegal evictions and boundary disagreements.

Mubende has experienced frequent changes in RDC leadership over the past decade, with Kasigazi becoming the fourth RDC to serve the district in that period and the third woman to hold the position.
