The Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament, Dr Crispus Kiyonga, has told MPs of the 12th Parliament that Uganda’s sovereignty, independence and stability must come before any development agenda.
Addressing legislators during the third day of the ongoing induction seminar at Munyonyo, Dr Kiyonga said no economic plan, infrastructure project or social programme can succeed if the country’s peace and independence are undermined.
He urged Parliament to prioritise legislation and oversight that safeguard national interests.
“Dr Kiyonga says no economic plan can succeed if the country's independence and peace are compromised hence the need for Parliament to legislate and provide oversight that protects national interests first,” he told legislators.
He reminded MPs that Parliament’s core role is to protect the country through law-making and scrutiny of government programmes.
“The Deputy Prime Minister and Leader of Government Business in Parliament, Dr Crispus Kiyonga, told MPs that no development agenda can succeed without first protecting the country’s independence and stability,” the Ministry noted.
The induction seminar is equipping MPs with knowledge on parliamentary procedure, oversight functions, legal compliance risks and the principle of prioritising national interests in decision-making.
In the same session, Dr Kiyonga announced a new directive for Makerere University, under which all students will be required to take a Political Economy course unit regardless of their programme of study.
He said the course is intended to help students better understand how policy, governance and economic decisions shape national stability and long-term development outcomes.
The five-day seminar is expected to continue with further briefings on legislative drafting, committee work and ethical conduct.
