Kabale Traders Protest Uneven Enforcement of Trade Order Act
Traders in Kabale Municipality have accused authorities of selectively enforcing the Trade Order Act, claiming some business operators have been evicted and their roadside structures demolished while others continue trading in similar locations without penalty.

Traders in Kabale Municipality have raised concerns over what they describe as inconsistent and selective enforcement of the Trade Order Act by municipal authorities.

Several traders, including Aggrey Matsiko and Gloria Kyomuhangi, said the law is not being applied equally to all business operators. They alleged that while some traders have been forced out of town and their roadside structures demolished, others continue conducting business in similar locations without facing any consequences.

"This perceived inconsistency has created frustration within the business community," the traders said.

They called upon the municipal leadership to review the implementation of the law and ensure that all traders are treated fairly and equally.

"Municipal leadership should review the implementation of the law and ensure that all traders are treated fairly," the traders added.

Responding to the concerns, Assistant Town Clerk Sunday Eric admitted that some traders, including second-hand clothes dealers and mobile money operators, had returned to operating along the streets.

He said he had already instructed division authorities to remove traders conducting business on road reserves and other unauthorized areas.

"The council is working on introducing tougher penalties for individuals who repeatedly return to trade illegally on the streets," Sunday said.

He warned traders against resuming business in areas from which they had previously been evicted, saying offenders risk facing legal action.

Sunday also called upon members of the public to comply with government regulations and support efforts aimed at restoring order in the municipality.

Additionally, he advised owners of unfinished buildings to meet municipal standards by painting their properties in accordance with the council's guidelines.

Kabale Municipality officially began enforcing the Trade Order Act on April 22, 2026. However, the exercise has yet to fully achieve its intended objectives, largely due to resistance from some traders who continue to oppose the measures.

Municipal authorities maintain that the enforcement exercise is intended to improve urban order, protect road reserves and ensure that business activities are conducted in designated trading areas in line with physical planning regulations.
