In a statement dated Monday, June 22, 2026, the Unit said the publications contain “wild allegations” including claims that it interferes with courts of law and subverts judicial processes.
“Our attention has been drawn to sensational publications circulating on social media, orchestrated by an anonymous writer making wild allegations against SH-ACU, including claims of interfering with courts of law and subverting judicial processes,” the statement read.
The Unit linked the allegations to what it termed “a notorious land grabber investigated by SH-ACU,” saying the material was designed “to divert, undermine and frustrate investigations into land grabbing and related impunity through blackmail and social media propaganda.”
The statement referenced two court matters cited in the online publications: High Court (Land Division) Misc. Application No. 059 of 2025 arising from HCCS No. 111 of 2025, and High Court (Land Division) Misc. Application No. 2997 of 2024 arising from HCCS No. 613 of 2018.
On the first matter, SH-ACU said it relates to land comprised in Kyadondo Block 185 Plots 11407 and 11408 at Namugongo, Kira Municipality.
The Unit stated that on May 12, 2026, Dr. Winnie Nyemera reported that her wall fence had been destroyed by Yusuf Ssemakula, and further alleged that police had been manipulated, leading to her detention when she attempted to reconstruct the fence.
According to the statement, Dr. Nyemera is “not a party to Civil Suit No. 282 of 2025 or Misc. Application No. 59 of 2025, despite being in actual possession of the land,” which she reportedly acquired as a kibanja interest in 2017.
SH-ACU further said her occupation was corroborated by Hezekiah Mukiibi and had been acknowledged in Civil Suit No. 448 of 2023 involving Majorine Vocational and Business Institute Ltd and Dr. Nyemera.
“It was also known to Yusuf Ssemakula, who had taken money from her to process a title for the same, but never did so,” the statement read.
The Unit said it documented the scene and interviewed witnesses following the complaint, adding that Ssemakula went into hiding and instead engaged in “social media propaganda aimed at intimidating Dr. Nyemera.”
SH-ACU added that it intervened with the Deputy RDC, Kira, and police authorities, and said “the situation has since been contained.”
The statement also alleged that Hezekiah Mukiibi accused Ssemakula of harassment and irregular placement of caveats on land titles to compel surrender of portions of land.
The second matter involves land in Kyadondo, including Block 180 Plots 3 and 15453–15462 at Kitukutwe, Kira Municipality.
SH-ACU said that on May 24, 2026, Moses Mawanda, William Kabugo, Kizito and his wife reported that Ssemakula had forcefully entered their land, destroyed crops, graded portions of property, and caused criminal charges to be brought against them.
The unit stated that while ownership disputes remain before court, Ssemakula allegedly “descended on the land and forcefully took possession,” including land occupied by Sanyu
Edisa.
It further said verification of a consent order in HCCS No. 613 of 2018 showed that “the presiding judge declined to sign it and that it was never issued.”
On June 16, 2026, SH-ACU investigators reportedly visited the locus and confirmed the complaints, recovering tools including spades, wheelbarrows, and iron bars said to have been used in construction activities.
The unit added that findings indicated Ssemakula had never occupied the land, while complainants had been in possession for more than 25 years.
SH-ACU said its interventions in both matters were aimed at preventing unlawful occupation of disputed land, adding that accusations against it were part of a coordinated campaign of intimidation.
“This is not the first time the Unit has encountered Yusuf Ssemakula, following complaints of violent and destructive land grabbing,” the statement said.
The unit cited previous incidents, including the destruction of the family home of the late Eng. Eliba Orech in Ntinda on December 26, 2022, despite pending court processes and status quo orders.
It also referenced an incident in November 2022 involving alleged grading of three acres of land in Namugongo belonging to 99-year-old Hellena Namazzi despite preservation orders.
SH-ACU said that in 2025, Ssemakula filed a case against its leadership and other security officials alleging disregard of court orders, but that “the suit was dismissed by court in October 2025.”
The unit reiterated that it operates strictly within the law and established procedures while working with the Judiciary, Office of the Director of Public Prosecutions, Inspector General of Government, Police leadership, RDCs and other stakeholders.
“The unit’s mandate is to respond swiftly to wananchi’s complaints concerning corruption and impunity in the country,” the statement read.
SH-ACU further stated that Ssemakula had been summoned to respond to allegations but had not cooperated, instead continuing to use “rogue elements in social media to malign the Unit and terrorize his victims.”
The statement concluded that law enforcement agencies will take further action.
“SH-ACU, working with other security agencies, will ensure Yusuf Ssemakula and his other conspirators are apprehended to answer charges of forcible entry, malicious damage and fraudulent procurement of titles on the said properties, in order to send a deterrent message to other land grabbers in the country,” it read.
