Nansana Division Chairperson Sam Mugabi has pledged to establish a fair and transparent tax collection system aimed at ensuring residents benefit equally from public resources.
Speaking during his official handover ceremony, Mugabi said his administration would prioritize service delivery, accountability, and development across the division.
“We are going to establish a proper tax collection system that will be peaceful and beneficial to all residents. The money collected from taxes must serve the people without any form of discrimination,” Mugabi said.
The ceremony was preceded by prayers to dedicate and bless the office he has assumed.
Mugabi said one of his immediate priorities would be assessing the performance of various departments within the division to determine whether public services are being delivered effectively.
“I am beginning with an evaluation of the different departments in the division so that we can identify weaknesses and ensure that services reach the people efficiently,” he said.
The division chairperson also issued a stern warning to individuals involved in corruption, especially those accused of mismanaging government poverty alleviation programmes such as the Parish Development Model (PDM), Emyooga, and other empowerment initiatives.
“I will not turn a blind eye to anyone found stealing or mismanaging funds meant to lift our people out of poverty. Such programmes must benefit the intended beneficiaries,” he said.
Mugabi emphasized that development would be the cornerstone of his administration and vowed to transform the division by addressing practices that have hindered progress.
“Our focus will be development. Those who have become accustomed to sabotaging progress should know that we are determined to change the situation and move Nansana forward,” he added.
He also pledged to secure a lease title for the land hosting the Nabweru Saza headquarters, saying the move would support development efforts and strengthen Buganda Kingdom institutions.
During the event, Hajj Mansour Kawalya, who led prayers on behalf of the Muslim community, expressed concern about what he described as growing moral decline in society and called on religious leaders to strengthen guidance and mentorship among young people.
“We are witnessing increasing moral decay in society. Religious leaders must intensify efforts to guide children and young people away from criminal activities and other forms of lawlessness,” Kawalya said.
Nansana Division Deputy Speaker Emmanuel Sengendo welcomed Mugabi’s leadership and urged residents to support his administration.
“We are ready to work with the chairperson to achieve his vision of placing Nansana at the forefront of development. Residents should bring their concerns, especially those related to taxation, to the mayor’s office so that solutions can be found,” Sengendo said.
Pastor Yahya Mabirizi also prayed for divine guidance and protection for the new chairperson as he begins his term in office.
“We pray that God grants him wisdom and strength to overcome every challenge and scheme of those who may seek to derail his service to the people,” Mabirizi said.
The event attracted local leaders, religious figures, and residents, many of whom expressed optimism that the new administration would usher in improved governance, accountability, and development in Nansana Division.
