The Office of the President has released the official programme, detailing a tightly choreographed arrival schedule for top dignitaries, with events beginning at 8:20am.
According to the programme issued by the Secretary, Office of the President, the morning will start with invited guests taking their seats.
“Invited guests take their seats,” the programme states.
The first batch of senior officials is expected at 8:50am, including the Commissioner General of Prisons, the Inspector General of Police and the Chief of Defence Forces.
They will be followed by Permanent Secretaries, the Head of Public Service and Secretary to Cabinet, religious leaders and traditional leaders.
Parliament and the diplomatic corps will take centre stage at 9:00am with the arrival of Members of Parliament, heads of diplomatic missions and ministers.
Key political figures will arrive in close succession beginning at 9:25am. The programme lists the Leader of Opposition in Parliament, Secretary General of the National Resistance Movement and the Prime Minister among the arrivals scheduled for that time.
The First Vice Chairman of the NRM is expected at 9:40am.
The final arrivals before the main ceremony will be the heads of the three arms of government. Chief Justice Alfonse Owiny-Dollo is scheduled to arrive at 10:00am, followed by Speaker of Parliament Anita Annet Among at 10:10am and Vice President Jessica Alupo at 10:20am.
The sequencing underscores the constitutional order of the event, with the Chief Justice — who administers the oath — arriving ahead of the Vice President.
Tuesday was gazetted as a public holiday by the Ministry of Public Service to allow Ugandans to participate in the national event.
Security agencies have already issued traffic guidelines around Kololo, with several roads expected to close from 6:00am.
The Uganda Police Force has urged invited guests to carry their invitation cards and strictly observe the designated arrival times.
The swearing-in marks Museveni’s inauguration for another five-year term following his victory in the 2026 general elections.
The ceremony is expected to attract several African heads of state, former presidents and dignitaries from across the continent.
