DPP's Office, Partners Convene Baraza to Address GBV, Land Disputes in Kalangala

The Office of the Director of Public Prosecutions (ODPP), in partnership with the International Development Law Organization and the Kingdom of the Netherlands has  convened a community Baraza in Kalangala District aimed at addressing key justice concerns.

The dialogue, held at Kibanga Playground under the theme “Tackling Gender-Based Violence, Land Crimes, and Refugee Protection,” brought together justice sector actors, local leaders, and residents to discuss challenges affecting access to justice in the island district.

Participants highlighted several barriers to effective justice delivery in Kalangala District, including its island-based geography, which complicates transport and court attendance, as well as rising cases of land disputes, gender-based violence, and refugee-related concerns.

Speaking on behalf of IDLO, Programme Manager Samson Asiimwe reaffirmed the organisation’s commitment to advancing the rule of law and improving justice systems. He commended the collaboration among justice sector institutions in the district.

Representing the ODPP, Odumbi James Owere emphasised the institution’s role in ensuring fairness and protecting both victims and suspects. He urged complainants and witnesses to actively participate in court processes, noting that issues raised during the Baraza would inform ongoing interventions.

During the open dialogue, residents expressed concerns about transport limitations for justice officials, investigative practices, domestic and sexual violence, land conflicts, and legal interpretations surrounding elopement.

Officials said the Baraza serves as an important platform for public engagement, accountability, and legal awareness, while strengthening cooperation between communities and justice institutions.
