During his tenure as partner, he founded the firm’s now-renowned Banking and Finance practice, which has grown into one of Uganda’s most respected legal departments in financial services.

In 2006, following the retirement of the firm’s founders, Paulo Sebalu (RIP) and Godfrey S. Lule, SC, Tumusingize was appointed Managing Partner.

Under his stewardship, the firm underwent a significant generational transition, implementing modern management structures, institutionalizing stable succession systems, and introducing predictable career progression.

His leadership drove significant growth in clients, practice areas, staff, and revenue, while reinforcing the firm’s reputation for legal excellence.

A major milestone under his leadership came in 2010, when S&L Advocates joined DLA Piper Africa, integrating the Ugandan firm into a continent-wide network of independent law firms that collaborate on regional and international matters.

In 2015, Tumusingize oversaw the completion of S&L Chambers on Mackinnon Road, Nakasero—a landmark development that established a permanent, prestigious home for the firm.

Beyond the firm, Tumusingize contributed significantly to the Church of Uganda. He served as Provincial Chancellor for over 15 years, providing legal guidance, institutional stability, and wise counsel to the Province’s leadership.

He retired from this role in 2024, passing the mantle to Canon Naboth Muhairwe. In recognition of his dedicated service, he was made a Canon of All Saints Cathedral Kampala.

In his remarks, the Bishop of North Kigezi Diocese, Rt Rev Onesimus Asiimwe, praised Tumusingize’s integrity and service.

“He is a man of rare integrity, humility, and unwavering commitment to the mission of God. His legal counsel helped the Church navigate complex institutional matters and strengthened governance during times of transition. We thank God for his wisdom, his example of faith, and his steadfast commitment to excellence,” he said.

During the event, Tumusingize expressed deep gratitude to God for guiding his journey from humble beginnings to national prominence.

He acknowledged the late Paulo Sebalu and Godfrey Lule for entrusting him with the firm’s legacy, thanked clients for their unwavering partnership, and lauded DLA Piper for global collaboration, technical support, and training.

He also recognised partners, associates, and business support staff for their essential contributions to the firm’s success.

Addressing speculation about an early retirement, Tumusingize cited leadership coach Sunny Bindra: “When your time is up, blow the whistle yourself and walk away. And do it while they’re still clapping.”

He assured stakeholders that he leaves behind a strong, cross-generational, and highly competent team ready to propel S&L Advocates into the future.

Incoming Managing Partner James Mukasa Sebugenyi, SC, lauded Tumusingize’s enduring legacy, promising to uphold the culture of excellence and safeguard a resilient institution for generations to come.

The celebration attracted a distinguished audience, including Justices of the Supreme Court and Court of Appeal, High Court judges, CEOs, board chairpersons, general counsel, and partners from DLA Piper Africa firms in Kenya, Rwanda, Burundi, and Mozambique.

Former and current S&L staff also attended to pay tribute. In a moving acknowledgment of his career, the firm said, “You are a great man who has worked hard for everything you achieved and given back even more than you received. We wish you a blessed retirement and every success in this new chapter. You will always have a family at S&L. You’ll Never Walk Alone.”

Tumusingize’s retirement marks the end of an era of remarkable leadership and legal excellence, leaving behind a legacy that will continue to inspire Uganda’s legal and corporate sectors for years to come.
