Troves of documents, in three bags, left the central bank unaccounted for on the 13th of March this year, a parliamentary committee has established.
The documents, whose content identity is yet to be revealed, it is said, were taken out of the bank by two police officers attached to the then Director of Supervision, Justine Bagyenda.
The Central Bank’s head of Security Milton Opio Orech told the committee this afternoon that on the fateful day, security footage reviewed showed the officers loading three bags of documents into a personal car of Bagyenda.
Opio says they immediately flagged the procedure and sought a search warrant to pick the documents from the home of Bagyenda. He adds, that however, they dropped the bid after the embattled Director complained of witch-hunt.
The central bank is on the spot in the committee for statutory and state run enterprises over the handling of defunct banks. An earlier report from the Auditor General pinned the central bank for flouting measures during the take-over, liquidation and sell of assets of seven banks that include Uganda’s largest indigenous bank, Crane Bank.
Bagyenda herself wasn’t in the committee this morning despite earlier summons to appear. It was told to the committee by her lawyer Robert Kirunda that she had flown to Houston, in the United States to attend a Trauma summit.
The revelation on the breach of procedure for documents shed yet another bad light on the regulator that has for long maintained a clean record in the public eye.
The Committee chaired by Abdu Katuntu has asked the officers who carried out the breach to appear before them tomorrow.
