The Secretary General of the Common Man’s Party (CMP), Moses Bigirwa, has pledged to redirect the car allowance allocated to Members of Parliament towards community development initiatives in Kamuli Municipality, should he be elected as the area’s next MP.
Speaking during NBS Barometer on Tuesday, Bigirwa reaffirmed his commitment to empowering ordinary Ugandans, particularly in the Busoga region, through practical and transparent leadership.
“When I get to Parliament, the money allocated for my car will be given to the people through the Bigirwa Parish Model. I will provide up to Shs 15 million to every parish through SACCOs,” Bigirwa said.
The Bigirwa Parish Model, according to the aspiring legislator, will operate through existing community savings and credit cooperatives, ensuring that funds reach the grassroots and directly benefit local entrepreneurs, farmers, and youth groups.
Bigirwa emphasized that his leadership would prioritize youth employment, poverty reduction, and inclusive development, arguing that Kamuli needs leaders who are closer to the realities of the common man.
“We are here to give power back to the common man. Kamuli deserves leaders who understand their struggles and are ready to fight for their prosperity,” he said.
Chaired by former Kawempe South Member of Parliament Mubarak Munyagwa Sserunga, popularly known as “Mugati Gwa Butter,” the Common Man’s Party has quickly emerged as one of the most talked-about new political movements.
The party enters the 2026 elections amidst a wave of seemingly strong opposition groups all vying to unseat incumbent President Yoweri Museveni, who has held power since January 1986.
“Bigirwa is the second biggest name in Busoga after Rebecca Kadaga,” Munyagwa once said.
If elected, Bigirwa says he intends to make Kamuli a model constituency for community-driven economic growth, grounded in empowerment, unity, and service delivery.
According to party officials, the CMP is rooted at the principles of equity, equality, and justice, symbolized by the party’s emblem, a silver plate, locally known as a lusaniya, large serving dish that, in many Ugandan households, gathers families and friends around a meal.
