Senior officers from the Uganda Prisons Service have been urged to uphold neutrality, discipline, and integrity as key pillars in maintaining peace and contributing to the country’s socio-economic transformation.
This call was made during a sensitisation workshop held in Mukono, which brought together 97 senior prisons officers from the Kampala Extra, Central, and East Central administrative regions. The session focused on patriotism, Pan-Africanism, democratic values, and professionalism in service.
Speaking at the event, Commissioner of Prisons in charge of Political Commissariat, Moses Kamugisha, underscored the strategic role of the Prisons Service in safeguarding national stability and development.
“Security and socio-economic transformation are inseparable, as prisons officers, you are custodians of not just inmates but of peace, stability, and the future of our nation.” Kamugisha noted
He reminded the officers to remain neutral, transparent, and accountable, especially during politically sensitive periods, while coordinating effectively with other security agencies.
“UPS is a component of the National Security Council. We play a key role before, during, and after election periods, as officers, you must remain vigilant, professional, and alert working in harmony with other security agencies to preserve peace and order.” Kamugisha added
The workshop also highlighted government’s economic transformation framework which prioritises industrialisation, Tourism, Mineral Development, and Science and Technology as the drivers of national growth. Kamugisha noted that these sectors thrive in an environment of peace and security, to which UPS makes a direct contribution through rehabilitation, vocational training, and human capital development.
Mukono Resident District Commissioner Fatuma Ndisaba Nabitaka, who presided over the session, urged the officers to uphold integrity and professionalism in executing their duties.
“Discipline and behaviour define a good prisons officer, Opportunities in government are earned through trustworthiness and character handle every assignment with diligence and treat everyone with respect.” Ndisaba noted
She also commended the UPS leadership for advancing gender equality and empowering women to take up top leadership roles, describing it as a clear sign of progress and inclusiveness in public service.
Officers renewed their commitment to embody patriotism, Pan-Africanism, and ethical conduct as they continue to serve in Uganda’s correctional and security framework.
