The Ministry of Gender, Labour, and Social Development has expressed support for the Human Resource Management Professionals Bill, 2025, while proposing amendments aimed at strengthening its provisions.
Led by the State Minister for Labour, Esther Anyakun, ministry officials appeared before the Public Service and Local Government Committee of Parliament to present their submission.
"We propose that the bill should define what constitutes a human resource professional," said Minister Anyakun.
"This will help avoid ambiguity and ensure that only qualified professionals are registered under the council."
The ministry also suggested inserting a new clause to clearly define the grounds for removing the Registrar and staff from office.
"This will provide a clear framework for accountability and transparency," Minister Anyakun emphasized.
On the tenure of council members, the ministry proposed increasing the term from two to five years.
"A two-year term is too short for council members to deliver on their mandate," Minister Anyakun argued.
"A five-year term will give them sufficient time to implement their plans and make meaningful contributions."
The National Council for Higher Education also appeared before the committee to submit their views on the bill.
The Human Resource Management Professionals Bill seeks to standardize the conduct and practice of human resource professionals in Uganda.
The committee is expected to consider these proposals as it reviews the bill. Its passage is anticipated to benefit both employees and employers by establishing a regulatory body to oversee the registration of HR professionals and enforce professional conduct.
