Senior Superintendent of Police Fred Ahimbisibwe, the outgoing Regional Police Commander (RPC) for Bukedi South, has been transferred to Aswa West region with his new base in Gulu City.

 

Senior Superintendent of Police (SSP) Fred Ahimbisibwe, who has served as the Regional Police Commander (RPC) for Bukedi South for over a year, has been transferred to the Aswa West policing region, with his new duty station in Gulu City.

The move comes as part of a broader police reshuffle recently announced by the Uganda Police Force.

SSP Kapimuti Ayootora, formerly Deputy RPC for Wamala Region based in Mityana District, has been appointed as the new RPC for Bukedi South, succeeding Ahimbisibwe.

Ahimbisibwe’s tenure in Bukedi South began on July 3, 2022, when he was posted as District Police Commander (DPC) in Tororo District.

After seven months, he was promoted to Deputy RPC Bukedi South in February 2023 and later elevated to Senior Superintendent of Police.

On March 19, 2024, he officially assumed the role of RPC Bukedi South, succeeding SP Julius Ceaser Tusingwire.

During his one year and three months in Bukedi South, Ahimbisibwe earned recognition for significantly reducing crime rates, particularly in Tororo District. He noted that when he arrived, car thefts were rampant but have since become a thing of the past.

“We fought crime by strengthening community policing through local engagement and media collaboration,” Ahimbisibwe said.

He credited his success to building a united platform involving local leaders and stakeholders, which improved responsiveness to crime.

Ahimbisibwe also championed the Presidential Directive on subcounty-level policing, advancing Bukedi South’s compliance and structure ahead of many other regions.

Local leaders and residents praised Ahimbisibwe’s professionalism and accessibility. Innocent Oburu, a Tororo resident, recalled a time when he was attacked by thieves and the RPC promptly responded after his calls for help.

“He was approachable and down-to-earth,” added George Olowo, Chairperson of Nyangole Subcounty. “He never harassed people over minor issues and was not corrupt like others.”

In related changes, SSP Otim John Bosco, former RPC for Elgon Region, is the new RPC for Bukedi North, replacing ACP Mwanga Kitiyo Moses, who has been recalled to Police Headquarters. SSP Samuel Asiimwe moves from Aswa West to Elgon Region.

Additionally, SP Conrade Byamugabe transfers from Mbale Northern City Division to Kapelebyong District, and SP Sulait Kitaka takes over as DPC for Mbale Northern City Division.

The reshuffle is part of Uganda Police Force’s ongoing efforts to enhance operational efficiency and leadership across the country.
