The outgoing Chief Administrative Officer (CAO) of Kasese District, Elias Byamungu, has officially handed over instruments of power to his successor, Paul Walakira.

During the handover ceremony, Byamungu presented a detailed report outlining critical tasks for the incoming CAO.

He emphasized the importance of collaborating with security forces, given Kasese’s strategic location bordering the Democratic Republic of Congo (DRC).

Byamungu also highlighted key priorities, including finalizing the Rwenzururu war veterans’ payroll and prioritizing the funding of essential services such as roads, water, healthcare, and education.

Walakira Paul, the incoming CAO, pledged to work closely with district leaders to foster development. He urged civil servants to start planning for their retirement by investing in assets that would secure their future.

“I appeal to all leaders and civil servants to cooperate and ensure the smooth delivery of services that will transform Kasese District. Let us prepare ourselves for sustainable personal and community development,” Walakira stated.

Kasese District Chairperson, LC5 Erifazi Muhindi Bukombi, commended the outgoing CAO for his exemplary service, highlighting his role in helping the district executive occupy the administration block.

Muhindi also praised Byamungu as the first CAO to visit all lower local governments within a month, a feat that strengthened relationships between the district and local authorities.

In his remarks to the incoming CAO, Muhindi urged Walakira to focus on monitoring government programs, particularly the Parish Development Model (PDM), ahead of President Yoweri Museveni’s anticipated visit to officiate Kasese District’s 50th anniversary celebrations.

The Kasese Resident District Commissioner (RDC), Joe Walusimbi, also called on district and sub-county leaders, as well as civil servants, to fully support the new CAO in propelling the district's development agenda.
