The US government has imposed sanctions on Prophane Victor, a former member of Haiti’s parliament, and Luckson Elan, leader of the Gran Grif gang, for their roles in grave human rights violations tied to escalating gang violence in Haiti.
Announced today, the sanctions follow findings from a recent United Nations Panel of Experts report, which names both men as central figures in Haiti’s ongoing humanitarian crisis.
The report details widespread violence, including indiscriminate attacks on civilians and deliberate obstruction of humanitarian aid.
Of particular concern is the sharp rise in sexual and gender-based violence, which has reached unprecedented levels over the past two years.
As part of its efforts to combat gender-based violence, the U.S. government is using the Global Magnitsky sanctions program, a tool designed to hold accountable those responsible for severe human rights violations.
These sanctions send a strong signal that the U.S. will use every available means to expose and punish human rights offenders, regardless of their location.
The actions were carried out under Executive Order 13818, which strengthens the Global Magnitsky Human Rights Accountability Act, targeting individuals worldwide who engage in serious human rights abuses.
The U.S. government reaffirmed its commitment to addressing the worsening situation in Haiti and ensuring accountability for those involved in rights abuses.
As Haiti's crisis deepens, the US remains dedicated to supporting efforts aimed at restoring stability and justice.
