Forum for Democratic Change (FDC) flag bearer for Bugabula South, Ronald Kirimani Kabanda, has stressed the urgent need to enhance service delivery and foster a mindset change among leaders and citizens as key drivers for transforming the constituency ahead of the 2026 general elections.
Speaking during the Bugabula South Parliamentary Debate hosted by NBS Television on Sunday, Kabanda outlined his vision for accountable leadership centered on practical solutions to long-standing community challenges.
“Bugabula’s transformation will not come by words alone. We must fix service delivery and change how we think about leadership, responsibility, and community development,” he said.
Kabanda highlighted persistent challenges in the constituency, including poor access to quality healthcare, education, road infrastructure, and youth employment opportunities. He argued that these issues persist not merely due to a lack of resources, but also because of weak accountability and a mindset that tolerates inefficiency.
He called for leaders who place public service above personal gain, emphasizing that effective leadership should be measured by tangible improvements in people’s daily lives.
Kabanda will face off with Proscovia Salaamu Musumba of the People’s Front for Freedom (PFF), Matayo Bazaanya of the ruling National Resistance Movement (NRM), Andrew Muwanguzi of the National Unity Platform (NUP), as well as independent candidates Sanon Moses Dhizaala, Patricia Katagwa, and Robert Gwaivu.
All are vying to succeed outgoing legislator Henry Maurice Kibalya, who has represented the constituency since 2021 under the ruling NRM ticket.
