Vice President Jessica Alupo has said the swearing-in ceremony of President Yoweri Kaguta Museveni demonstrates that constitutionalism continues to guide Uganda’s governance and remains central to the country’s stability.
Alupo made the remarks at Kololo Independence Grounds on Tuesday, May 12, 2026, shortly after President Museveni took the oath of allegiance and the presidential oath for a seventh term before Chief Justice Dr. Flavian Zeija.
She said the ceremony reflects the strength of Uganda’s constitutional order and the country’s commitment to structured leadership transitions as provided for under the law.
“This swearing-in ceremony is a testimony that constitutionalism remains our pillar in exercising our mandate. The Constitution is the foundation of our democracy and stability,” Alupo said.
The Vice President further noted that the peaceful assumption of office by the President, as guided by Article 99 of the Constitution, is evidence that Uganda’s institutions continue to function within their legal mandate.
She emphasized that the process underscores continuity in governance and respect for established legal frameworks that define the country’s leadership structure.
Alupo’s remarks came moments after the President was officially sworn in at a ceremony attended by regional leaders, government officials, diplomats, and invited guests.
The event marked the formal beginning of President Museveni’s new term in office, with leaders highlighting constitutional processes as central to Uganda’s political system.
