Cabinet sitting in Entebbe has approved the inaugural board for the Public Service Pension Fund.

State Minister for ICT and National Guidance, Godfrey Kabbyanga said that cabinet sitting in Entebbe on Monday approved the nine-member board.

The board is chaired by Steven Emasu , with Sarah Walusimbi , Ibrahim Kagere, Patrick Ocailap ,Alex Asiimwe, Victor Leku Bua, Jessica Ndagire Nsoby , Dr.Elizabeth Omagino and Zado Tumwise as members.

“This pioneer board will steer the fund for three years,”Kabbyanga said.

The board has representatives from the Ministries of Finance, Labour, Public Service and Local Government along with public service labour unions and three technical experts from relevant fields.

The appointment of the board follows the enactment of the  Public Service Pension Fund Act 2025 to reform the public service.

The law paves the way for the establishment of a contributory and funded pension scheme for public officers, ushering in a new era of public pension management that will commence on July, 1,  2026.

This will see Uganda move away from the previous where the country operated a non-contributory pay-as-you-go pension scheme for public servants.

Going forward, these will be required to contribute towards their pension.

The current system provides retirees with a lump sum upon retirement and a monthly pension based on a fraction of their last pensionable salary.

According to the new pension fund, public servants will contribute five per cent with government topping up with 10 per cent towards their pension.
