Tensions flared after supporters of the ruling National Resistance Movement (NRM), locally known as eggali gangs, chased Nakaseke South MP Paulson Luttamaguzi from a government function to launch the construction of a swampy section along the Kasana–Lugoggo–Timuna road, which connects Luweero and Nakaseke districts.
The event, held at Bulawula Village, followed President Yoweri Kaguta Museveni’s pledge during his May PDM tour in Luweero to take over construction of the road section, which becomes impassable during rainy seasons due to poor drainage.
Museveni noted that the additional Shs 1 billion road fund allocated to districts could not sufficiently handle swampy areas, prompting the Ministry of Works and Transport to intervene.
The launch presided over by the State Minister for Luweero Triangle, Alice Kaboyo, quickly turned political as NRM leaders from both districts dominated the function, each claiming credit for lobbying the project.
Nakaseke District Woman MP Sarah Najjuma criticised opposition leaders for “clinging on government achievements,” saying they are rarely present in offices to lobby for such services.
“We thank God for the commencement of the construction of Lugoggo. Now opposition leaders are going to say it was all their effort. Why don’t they attend launching events?” she said.
Drama intensified when NRM flagbearer Charles Nsereko, who lost to Luttamaguzi in the 2021 elections, arrived with his supporters chanting his name.
While addressing residents, he accused the incumbent of failing to deliver development.
“You trusted Luttamaguzi to help you with this road but he has failed. Vote for me this time and see development. Mine is to work, not words,” Nsereko said.
Moments after his speech, Luttamaguzi arrived at the venue, prompting rival chants of “NRM oye!” and “People Power, our power!” Supporters from both camps clashed verbally, creating tension.
Although Luttamaguzi initially sat calmly, he later stood to greet fellow leaders — an action that sparked agitation among NRM youth who insisted he had “no moral authority” to attend the event.
The chaos escalated, forcing Luttamaguzi to leave the venue under pressure. While exiting, he condemned what he called the politicisation of government projects.
“I sit on the roads committee in Parliament and I have done a lot to see this happen, but they have turned the whole event into an NRM party rally,” he said.
After calm was restored, Minister Kaboyo apologized for the fracas and emphasized that the project was a government commitment, not a partisan affair.
She noted that the ongoing works costing approximately Shs 200 million are temporary measures to make the road passable, with permanent construction expected to begin in June 2026.
However, she ended her remarks by urging residents to vote for NRM leaders.
“We no longer want any opposition. Kibirango, Luttamaguzi, Sekabira and others should be chased out of Luweero and Nakaseke or they should join us,” she said.
Luweero District LC5 Chairperson Erasto Kibirango (NUP) dismissed accusations of mismanaging government funds, saying his role is limited to supervision and encouraged voters to maintain their support for NUP in the 2026 elections as they did in 2021.
